The Rivers State House of Assembly has received Governor Siminalayi Fubara’s 2026–2028 Medium-Term Expenditure Framework (MTEF), marking the legislature’s first plenary session in more than three months.
The fiscal framework was presented during an emergency sitting held on Thursday at the Assembly’s legislative quarters along Aba Road in Port Harcourt.
Speaker Martin Amaewhule read the governor’s letter transmitting the three-year expenditure framework to the House, signalling a possible resumption of full legislative activities after months of inactivity.
The Assembly had not held plenary since March, when lawmakers screened commissioner nominees submitted by Governor Fubara and rejected four of them. Before then, the House last met in January, when it initiated impeachment proceedings against the governor amid the prolonged political crisis in the state.
The Medium-Term Expenditure Framework is a key fiscal policy document that outlines government revenue and expenditure projections and serves as the foundation for the preparation of annual budgets.
Although the lawmakers formally received the document, deliberation on its contents was deferred to a later date.
The reason for Thursday’s emergency sitting was not disclosed before the session, prompting speculation that it was convened to address matters relating to the state’s 2026 budget process.
The submission of the MTEF is expected to pave the way for the presentation and consideration of the 2026 Appropriation Bill, while the Assembly’s reconvening is seen as a positive step towards restoring legislative business and strengthening fiscal planning in Rivers State.
